To unlock protected FBs you need a program which can read and write DBase IV format DBF files. Possible examples include MS Access, if you've already got it, otherwise Google for "DBF Viewer" and you'll get a choice - just make sure you choose one that can write as well as read!
Having chosen your program proceed as follows:
1) Possibly not necessary, but to be on the safe side, create a new project and copy over the Blocks you want to unlock (this will also help in the case where when you open the File in Access or whatever, it's empty - no idea why or when this happens)
2) Use Access or DBF_Viewer to open the file "\projectpath\ombstx\offline\0000000?\SUBBLK.DBF
3) In the Cell "PASSWORD" change the value from 3 to 0
4) save the file
5) Open the project in Step and the file is no longer locked.
This is what you see at the start of FC105 "SCALE" for example:

That's just to prove the point, I guess I better remove that before the hour's up or we'll be in trouble for breaking Siemens' copyrights!
